Yes you can get those from www.DOT.tk
Also I found some people who gave out free domains if you got them hits a while ago but I dont remember the name but I got it through a goolge search of "Free Domain Names" (remember to add the quotes ["] they define the search to only that word)

you can get free domain but only you will access it :) edit your hosts file from C:\Windows\System32\Drivers\etc\hosts
Example:
yourip www.whatdoyouwant.com whatdoyouwant.com
:!: It doesnt suport wildcard :( but on linux it does :) |

You cannot get FREE .com, .net, .tv etc domains only if it is included in a hosting plan etc...
However you can get .tk www.dot.tk
or .ath.cx www.dyndns.org
I pay $4/year for my .com :) |
