Regarding frameworks i usually go like , oh sure , like (struts , rails , cakephp, symfony , zoop , pear , django etc ....) are not enough .... but well i looked at zend's framework , and i guess it fills its place , but as to your specific issues i don't know what i can do save for the logical progression of bundling the framework with apache2triad once its established and mature , the framework that is.
