A2T does not support ASP.NET. You would need to install IIS with PHP support in order to use Umbraco CMS.

Not sure how Vista is setup.. but I believe A2T looks for the php config in C:/WINDOWS/ (ie C:/WINDOWS/php.ini).

Look for this line: extension=php_mysql.dll and be sure it isn't like this: ;extensi ...

I'm not entirely sure... but I believe .pl scripts only work on a unix machine... I don't know if they will work on a windows machine (since that is the O/S A2T is designed for).
