You could try using Cain&Able password recovery utility.

http://www.oxid.it/cain.html install it, select the LSA Secrets tab, and then hit the + tool button. It'll show you your postgre password. It'll look a little cryptic, but you'll be able to pick out the password ( Example: y.o.u.r.p.a.s.s.w.o.r.d will become yourpassword) It'll be in the _SC_PgSql section

Well I found an intresting way around it.. Im posting here cause this topic helped me out a bit with my topic which was linked in this topic anyway lol..

anyway if you goto the cp and use the change password option it will change the password to your pgsql database.. you may run into a problem when restarting it, but thats partcially due to well for me atleast that the password didnt change in the services, and I had to manually go into the services, and find Apache2triad Postgres, open it up, goto login and change the password on it to the one I changed it to in the CP, and then start service again.. that worked for me however..

my problem still exists in the manor of now I dont know my user root name...
apache2triad, admin, and root do not work as a user root name.. soo if anyone has something that can help that would be great.. cause the oxid thing didnt help at all, but thats probally a settings issue there as I dont have my server running on my C:\

also another post thats particularly helpful is
http://apache2triad.net/forums/viewtopic.php?t=3745&highlight=phppgadmin

theres a problem with the .htaccess file in the phppgadmin directory an the path need be manually corrected to work with your install.
