 Case Sensitive Windows?

I am wanting apache to be case sensitive on a Widows enviroment, however as I am seeing and reading apparently this is not possible. Apparently this has something to do with windows in general.

However if I recall correctly Filenames are Case Sensitive on NTFS Volumes and on top of that I have set the system to be case sensitive through the registry:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Session Manager\Kernel

Value Name: ObCaseInsensitive
Data Type: REG_DWORD
Value Data: 0 (Case sensitive)

I have also, through apache, enabled the "speling" mod

What am I doing wrong or is there really no way do make apache case sensitive on Windows?

the microsoft link you have speaks about instaling a MS fix after installing the Interix subsystem wich is the actual system that will make the kernel case sensitive , just installing the patch and hoping it to work makes a fool out of you , and the wording on the MS page doesn't seem to work in your interest either
