 couldn't spawn child -- why

I found several instances of this complaint in a forum search but they did not answer the problem that I have. The following is from the apache error.log:

[Wed Nov 21 03:03:04 2007] [error] [client 127.0.0.1] C:/apache2triad/htdocs/propmanage.tcl is not executable; ensure interpreted scripts have "#!" first line, referer: http://localhost/
[Wed Nov 21 03:03:05 2007] [error] [client 127.0.0.1] (9)Bad file descriptor: don't know how to spawn child process: C:/apache2triad/htdocs/propmanage.tcl, referer: http://localhost/

I am trying to launch a tclet from localhost but apache balks and doesn't get past the splash screen. If I try to load the same page (the same machine is serving up the page) from a different machine apache balks again. If I move the webpage to another server (a linux server is now serving up the page) it works fine -- so the scripting is good. Is there some extra configuration that I need to do to make apache2triad serve up pages that include tclets?
