I really like to use FileZilla. It is easy to administrate, and has ftps support, and is opensource. See thread at http://apache2triad.net/forums/viewtopic.php?t=2371

There's also bulletproof ftp that's free for personal use (you'll have to google for it)

Anyways there's a couple of options for you.

I think bulletproof ftp server only has a 15 day trial period & then it stops working.
It's not free (to keep) but you do get free upgrades for life after you purchase it.
I have been using bulletproof ftp server for almost 4 years now & have tried many others.
I really like the individual file & user permissions it allows you to use.

Serv-U also works well & is still free for personal use (though there are limits on the number of domains & users)

Serv-U Personal is capable of the following:

One domain with a maximum of 2 concurrent connections
No more than 5 user accounts
No directory mapping or links
No UL/DL ratios, quotas, or remote administration
